Unsupervised Driving Rules
With an instruction permit, you must always have a licensed driver, 21 years of age or older, seated next to you in the front passenger seat actively supervising you while you drive. For the first six (6) months after receiving your graduated driver's license, you may not drive unsupervised between the hours of 12 midnight and 5am unless you are commuting to your job, a school-sponsored activity, a sanctioned religious activity, or because of a family emergency

Passenger Rules
After you receive your Arizona graduated driver's license, there are restrictions on your carrying minor-aged passengers. For the first six (6) months after receiving your graduated driver's license, you may drive with only one (1) passenger (other than a sibling) in the vehicle who is under 18 years of age UNLESS a parent or guardian, who is holds a valid Arizona driver's license (Class A, B, C, or D), is seated in the front passenger seat.
