North Dakota Driver License Requirements at-a-glance:
Minimum Age for Learner Permit
14 years
Learner Permit Holding Period
6 months (if you’re still under 16 yrs of age after the 6-month period has passed, you must have completed an approved drivers education course before taking your road test)

Unsupervised Driving Rules

If you’re under 16 yrs of age, you may not carry more passengers than prescribed by the automobile manufacturer.

At 14 years, 6 months, students who have had a learners permit for 6 months and are enrolled in driver education may apply for a restricted driver license. Restricted license holder’s under 16 may drive only their parents vehicle or any other dual control vehicle and may not carry more passengers than the car’s manufacturer allows
